Belarus’s Relations with Countries of Asia, Latin America, and Africa, 2002–2010

On 15 September at 18:00, the first meeting of the new season of the regular research seminar of the Political Sphere Institute will take place in the CSI courtyard.

Main theses of the presentation:
1.

The research aimed to study the political aspects of Belarus’s relations with developing countries of Asia, Africa, and Latin America.

The study included contacts that had political significance.

The following geographic categories were identified: China; Iran; Latin America; Arab countries of the Middle East (excluding North Africa); North Africa; India and Pakistan; countries of Southeast Asia; Africa; Turkey.

The research is based on the calculation of “engagement coefficients”, which reflect the level of activity of contacts and Belarusian relations with a given country or region.

The coefficient consists of the sum of quantified contacts and the presence of representatives.

Each contact is assigned a certain numerical value of importance on a five-point scale, according to the level of contacts, determined on the basis of an assessment of the importance of the persons involved for the state system of the relevant country.

In the case of visits, importance is determined by the position of the highest-ranking person in the delegation making the visit.
3.

On the basis of a database of contacts between Belarus and developing countries created according to the methodology described above, indices of contacts, contacts in the military and military-technical spheres, as well as engagement indices for individual countries/regions and for Asia, Latin America, and Africa as a whole, were calculated.
