Reform of the Research & Development Sector in Belarus: Challenges and Possible Solutions (Andrei Kazakevich, Kirill Goroshko)

Results of a comprehensive analysis of the research and development sector in Belarus, conducted by the Political Sphere Institute with the support of the Ostrogorski Centre (www.ostrogorski.org (http://www.ostrogorski.org)).

The analysis examines the current state and problems of the sector – overall and budgetary funding, transparency and the mechanism of fund allocation, conflicts of interest, assessment of research performance, and other issues – and also offers recommendations for reforming and improving the situation in the sector.
