External observers do not often pay attention to this, but the judiciary is at the peak of its influence.

It is still far from being fully independent in political terms, but its level of financial autonomy, as well as autonomy from law enforcement agencies, local authorities, and many other executive structures, is higher than at any point in Soviet and post-Soviet history.

The political organization of the judicial system is in many ways similar to Belarus as a whole: it has built its own power vertical, over the last two decades it has been consistently centralized, and it has been headed continuously by Valentin Sukalo since 1997.

A unique case in the Belarusian system of power: the chair of the Supreme Court has not only managed to retain his position for 23 years, but throughout this period has also continuously strengthened the position of his agency.

How, then, is power organized in the judicial system of Belarus, and how has it evolved over the last 20 years?

What are its achievements and shortcomings?

How will all of this ultimately affect the country’s further development and the guarantee of social, economic, and political rights and freedoms?

How did justice reform take place, how did the reform agenda change, what changes were implemented, and what should be expected in the near future?
