We present the analytical paper “Speaking Liberalisation. Public Speeches and the Course of Belarusian Politics in 2008–2010”, prepared by the Institute for Political Studies “Political Sphere” with the support of the Belarusian Public Policy Fund.

The Belarusian Public Policy Fund was established in 2006 as an instrument for supporting initiatives of the Belarusian expert and civil society communities in order to stimulate the creation and promotion of constructive ideas in the field of public policy.
